This paper presents an integrated (integrating paper and electronic records) records management programme as a model for managing public service records to support accountability, transparency and good governance in Namibia. Describes the existing records management policies, systems and procedures in the public sector in Namibia and the problems encountered. These problems have been compounded by the increasing reliance on electronic records due to the adoption of the principles and practices of e-government.
Purpose The purpose of this study was to investigate the adoption and use of electronic document and records management system (EDRMS) in the public service in Namibia and Zimbabwe with the aim of establishing barriers and enablers, and best practices which each country could adopt from the other. Design/methodology/approach This multi-case study was informed by an interpretivist paradigm. Qualitative in nature, the study applied face-to-face interviews as the data collection method, supplemented by documents analysis. The study population was Namibia and Zimbabwe’s public sectors with units of analysis, being the governments’ ministries, offices and agencies which have implemented EDRMS. Findings The paper provides the state of EDRMS implementation in Namibia and Zimbabwe. It establishes how the two countries have implemented EDRMS and factors that have contributed to the success/failure of the implementation in both countries. Originality/value The paper is a response to the need for further research studies on the implementation of EDRMS in various countries.
Background: People face varying obstacles when interacting with health information in their everyday lives. Objectives: This study aims to examine the applicability of a multidimensional Everyday Health Information Literacy (EHIL) screening tool in detecting people with challenges in accessing, understanding, evaluating and using health information in everyday situations. Methods: Previously collected EHIL screening tool data from Finnish upper secondary school students (n = 217), Finnish young men (n = 1450), Finnish adults with an increased risk for metabolic syndrome (n = 559) and Namibian university students (n = 271) were reanalysed to examine the factorial structure of the tool and to compare the groups. Statistical analyses included exploratory factor analyses, calculation of mean factor scores and one-way analysis of variance. Results: A three factor structure ('awareness', 'access', 'assessment') for the screening tool was supported based on the Finnish samples. However, the Namibian data did not follow a similar structure. Significant differences in groupwise factor scores were discovered. Discussion: The findings suggest that the multidimensional EHIL screening tool can be used in pointing out areas where individuals or groups may need support. Conclusion: The tool may be useful to health information and library services workers when counselling or educating the public.
A discussion of the archival profession in Namibia cannot be done in isolation from the records management profession. This paper discusses training for the records and archives management professions in Namibia and the extent to which it is meeting the needs of the job market. The National Archives of Namibia, as the largest employer of archivists, and the institution charged with the responsibility of providing a records management service to Government, is mostly referred to, but where appropriate, references to other institutions are made. It outlines the factors which have shaped the current formal training in records and archives management being offered. Some suggestions as to how the job market can be satisfied are provided.
The benefits of records management have been well documented; from preserving evidence and supporting accountability and transparency, to preserving nations' documentary heritage. Governments as with many other organisations have realised the importance of records management for good governance and have put in place policies, programmes and procedures aimed at managing their records effectively and efficiently. In spite of the many benefits that can be derived from records management and efforts made, challenges continue to be reported. This chapter discusses these challenges within the context of the records management programme of the Namibia public sector. The author cites studies conducted by various researchers on records management in a variety of public sector institutions ranging from central government, regional and local authorities and academic institutions. Some recommendations to address a number of the challenges identified are presented.
