In the present research work, it is identified the determining factors of productivity and the competitiveness in the province of Tungurahua (Ecuador) from the territorial and sustainable development perspective, through the use of three techniques: the individualized interview, the focus group and the survey of the different representative territorial actors, coming to the conclusion, in this case, that the driving factors are: the human capacities, the politic and economic environment, the financial capital, the business capital, the natural capital, the technology capital, the institutional capital, the social capital, and the infrastructure capital. This study contributes with information and results that can be used as input in the elaboration of public policies, aimed to promote the provincial productivity and competitiveness.
En este trabajo se analizan los sistemas productivos locales, mediante la identificación de su estructura empresarial y el rol que cumplen los principales sectores de la actividad económica en el territorio de Cotopaxi-Ecuador como objeto de estudio, destacando el enfoque andino-latinoamericano del desarrollo integral, territorial y sostenible, a partir de la triangulación de técnicas de análisis regional –coeficientes de especialización y localización, análisis clúster y método de Rasmussen–, para establecer una caracterización de la dinámica del sistema productivo local y sus líneas de mejora tendentes a potenciar dicho sistema. Entre los resultados se evidencia la presencia de dos clústeres provinciales, un alto grado de especialización regional en actividades tradicionales, que generan poco impacto en la productividad de la provincia y la presencia de dos sectores económicos clave.
En este artículo se aplican pruebas de tipo no paramétrico para determinar la aleatoriedad de los datos muestrales provenientes del registro de producción de la empresa objeto de estudio, ubicada en la ciudad de Ambato, Ecuador. Estas corridas permiten la identificación de tendencias, irregularidades y agrupaciones en los datos, siendo tales patrones indicativos con respecto a si las variaciones se deben a causas especiales o causas comunes, afectando el control o no del proceso empresarial estudiado, evidenciándose su contribución a la toma de decisiones institucionales. Se aplican también tres técnicas para calcular estadísticas en pareja, destacándose la prueba de promedio de pareja, diferencias de pareja y pendientes en pareja. Lo que demuestra, que tanto las pruebas no paramétricas de corridas de datos como las estadísticas de pareja resultan útiles para contrastar hipótesis, más aún, si estas pruebas se apoyan en herramientas informáticas especializadas que agilitan los tiempos de procesamiento y ahorran costos significativos a las organizaciones, particularmente en escenarios complejos como el generado por la actual crisis del COVID-19.
El cambio de la matriz productiva propuesta por el Gobierno Nacional de Ecuador, se basa en un modelo económico endógeno que tiene como rasgo distintivo básico su estructuración en torno a una función de producción donde la tasa de crecimiento depende básicamente del stock de tres factores productivos: capital físico, capital humano y conocimiento (o progreso técnico). Según Jaramillo (2014), existen sectores económicos estratégicos priorizados por el gobierno central para el cambio de la matriz productiva en los cuales se tienen oportunidades para satisfacer los requerimientos de los mercados interno y externo. El estudio contempla el análisis de impactos económicos en la producción y en el empleo, a partir de cambios en la demanda final de los productos seleccionados bajo tres alternativas de priorización de sectores estratégicos para el cambio de la matriz productiva nacional mediante el método insumo-producto, utilizando la herramienta de simulación desarrollada por el Banco Central del Ecuador (Banco Central del Ecuador, 2017a). La presente investigación contribuye al mejoramiento en la toma de decisiones relacionada con las políticas públicas productivas en Ecuador.
