Green fiscal reforms would contribute to climate change mitigation, increase the economic efficiency of national tax systems and provide additional public revenues. Some countries in Latin America have already taken first steps towards green fiscal reforms. This outlook article provides an overview of the major challenges for the successful implementation of such reforms and discusses how they could be overcome.
Neste artigo pretende-se dar espaço à reflexão sobre o conceito de alteridade. Estabelecendo um paralelismo entre o imaginar e o dominar, almeja-se refletir sobre como antes de impor o domínio sobre o Outro, na luta pela hegemonia no contexto colonial/nacional como é o brasileiro, primeiro há que percebê-lo ontologicamente como merecedor desse domínio, pensamento que contém uma forte dose de violência. Para isso vai se utilizar o contexto da questão indígena durante a ditadura civil-militar, já que oferece um marco de trabalho interessante para a abordagem da reflexão. Mostra-se, ao final, como desde o poder político/econômico e a tensão do contato interétnico, houve uma lógica de desumanização do índio, que legitimou uma práxis predadora sobre os povos indígenas. A metodologia usada segue os passos da imprensa do momento, assim como os discursos políticos, depoimentos e relatórios.
<p>Este libro pretende analizar la polisemia que contiene el concepto o categoría <em>indio</em> para el indigenismo brasileño del siglo XX.</p><p>Comenzando en 1910 con la creación del<i> Serviço de Proteção ao Índio</i> hasta el fin del régimen tutelar con la promulgación de la Constitución de 1988, se expondrán las diferentes representaciones realizadas por el imaginario colectivo brasileño en su relación interétnica con su más íntima otredad: los pueblos indígenas. El indigenismo será aquí el protagonista, es decir, tanto el ejercicio de imaginar a los pueblos indígenas dentro de unos parámetros históricos y culturales concretos herederos de una larga tradición, como su dimensión performativa en los diferentes contextos del contacto interétnico, violentos o no, de resistencia o de negociación.</p><p>Por ello se transitará por una buena parte de los actores productores de ese indigenismo, desde instituciones, militares, <i>sertanistas</i>, antropólogos, activistas y misioneros, para desgranar cómo se ha ido formando la visión que la sociedad brasileña ha tenido tradicionalmente de lo indio a partir de las herencias coloniales y su continua búsqueda de construcción identitaria, en ese desencuentro permanente entre la idealización europea y la, a veces menospreciada y otras romantizada, realidad tropical. ¿Interactuamos y diseñamos elmundoa partir de cómo la representamos? ¿Estamos eternamente condenados a estar sometidos por nuestro imaginario?</p>
