Resumo O artigo desdobra-se de pesquisa documental inscrita nos campos dos estudos de gênero e culturais e discute alguns dos modos pelos quais o gênero atravessa as proposições da Política Nacional de Atenção Integral da Saúde do Homem (PNAISH). Para isso, toma como referência um contexto discursivo em que termos como integralidade e equidade são reiteradamente apresentados e acionados, na direção de instituir propostas educativas e de cuidado voltadas à saúde e à educação de homens adultos. Argumentamos que, ao mesmo tempo em que essa amplitude coloca sob suspeita determinadas formas de viver a masculinidade, ela não desloca a centralidade dos processos curativos e parece contribuir para impregnar a política com uma visão utilitária, individualizando e culpabilizando os homens por seu distanciamento dos serviços de saúde.
O artigo desdobra-se de uma pesquisa realizada com gestores/as e técnicos/as, vinculados/as a secretarias municipais, envolvidos/as com a implementação de políticas e programas de inclusão social, em um município da Grande Porto Alegre/RS. Nele discutimos, na perspectiva dos estudos de gênero e estudos culturais pós-estruturalistas, um movimento de generificação que nomeamos de "feminização da inclusão social", focalizando a situação do emprego e as condições de trabalho, a infraestrutura dos serviços e os modos como profissionais/técnicas se veem na implementação das políticas. Argumentamos que promover inclusão social pressupõe desenvolver e desempenhar um conjunto de capacidades representadas como sendo 'da ordem do feminino', que são constitutivas da feminização que as políticas incorporam e fazem funcionar.

ResumoEste artigo se propõe a analisar parte dos resultados de uma pesquisa que examina políticas públicas de inclusão social, focalizando seu processo de implementação, os serviços ofertados pelas secretarias municipais de educação, saúde e desenvolvimento social de um município do Rio Grande do Sul e os sujeitos que executam as ações programáticas decorrentes dessas políticas. Apoiando-se nos campos dos Estudos de Gênero, dos Estudos Culturais e da Sociologia da Saúde, naquelas vertentes que se aproximam do pós-estruturalismo de Michel Foucault, problematiza imperativos e promessas de inclusão social que contribuem para instituir processos de responsabilização dos sujeitos tanto pelo sucesso ou fracasso das ações previstas nessas políticas de inclusão social, quanto pela busca de soluções para os problemas que vivenciam no cotidiano dos serviços. Argumenta-se, ainda, que essa discursividade institui modos de organização do trabalho, bem como modos de fazer profissionais. Palavras-chave: Políticas públicas. Inclusão social. Serviços públicos. O artigo resulta de três pesquisas interligadas realizadas na Grande Porto Alegre, Rio Grande do Sul, no período compreendido entre 2005 e 2010. A partir da perspectiva dos estudos culturais e de gênero pós-estruturalistas, e tomando gênero e vulnerabilidade como ferramentas teórico-metodológicas, examinamos três programas governamentais de 'inclusão social', perguntando-nos: as noções de família que são produzidas, veiculadas e modificadas neles contribuem para (re)produzir, diminuir ou manter a vulnerabilidade que se propõem a modificar ou romper? A partir desse exame, argumentamos que tais programas operam com uma gramática que institui 'a' família como alvo preferencial da 'inclusão social' e que eles interpelam determinados sujeitos e grupos sociais posicionando-os, ao mesmo tempo, tanto como responsáveis por problemas sociais complexos quanto por sua resolução.
