Vulnerability is a loss rate perceived from elements at risk owing to the impact of hazards on determined magnitude and frequency. Vulnerability assessment of elements at risk is a critical component in the risk assessment framework. Considerable studies regarding flash floods have been conducted, but the depth of information on vulnerability is still limited. This study presents a model of the physical vulnerability of buildings caused by the incidence of flash floods, which is strengthened through intensity of the impact process and loss. This model used a non-linear regression approach using behavioural data in the form of the propagation height of the flood. The order-2 polynomial distribution can represent the relationship between the magnitudes of the best process and loss rate. The results are the risk assessments of an exposed area in mitigation strategies.

Secara ideal pembangunan daerah haruslah melibatkan partisipasi masyarakat dan berdasarkan kebutuhan riil masyarakat. Namun keinginan ini seringkali tidak tercapai karena berbagai hal dan keterbatasannya. Agar tujuan pembangunan dapat terwujud maka peran serta dan kerjasama dari seluruh masyarakat yang ada sangat diperlukan sekali, karena salah satu faktor yang menentukan dalam terlaksananya suatu pembangunan adalah faktor manusia itu sendiri. The provision of clean water in Takengon City, Aceh Tengah Regency is provided by PDAM Tirta Tawar, one of which is through the water network of Oregon Mendale Water Treatment Plant (IPA). However, a preliminary survey at the Oregon Mendale IPA source suggested inadequate water for the community. The aim of this research is to know the factors that must be fulfilled so that a clean water network system can run smoothly. This includes water flow, pressure and flows continuity, maximum daily factor (Fmax) and real peak factor (Fpeak) of the existing network. This study is also to understand the clean water distribution network in the Oregon Mendale IPA resource area. This research uses a descriptive method and field observation. This study suggests the following: the average water consumption is 0,426 m3/customer/day, the maximum water pressure is 1.517 m and the continuity of flow is 6 hours every day. The maximum daily factor value (Fmax) in Kecamatan Kebayakan is 1.13-1.39 and the peak hour factor (Fpeak) is 1.13-1.41. These results suggested that the existing Oregon Mendale IPA is not running optimally.
Clean water as a primary need of human which is generally used for drinking, bathing, cooking and washing should be met in terms of quantity, quality, and affordability and sustainability. The government through the national development program of water and sanitation universal access which declared that by 2019, Indonesia will achieve the 100% target of proper clean water and sanitation for the whole Indonesian people. Water supply and Sanitation community-based Program (PAMSIMAS) is one of the prominent programs of the central government that adopt a community-based approach, where the main actors are the society as well as the person in charge to implement the project. PAMSIMAS II was launched in Aceh since January 2013 to April 2016 in which thre e districts joined PAMSIMAS are Aceh Besar, Pidie and Bireuen, with a total number of villages of the program as 46. The study conducted in the District of Aceh Besar with selected 15 (fifteen) villages as research object. This study aims to identify the level of success of PAMSIMAS II and identified community participation in managing water and sanitation infrastructure that has been built by the program. Those things were measured by the factors namely: 1. Adequacy, quality and continuity of water, also 2. Performance of BPSPAM as management body in village. This study adopt quantitative analysis that supported by qualitative analysis. Data were collected by observation, questionnaires and interviews. At the end the SWOT analysis is performed for the formulation of a strategic planning in or order to make PAMSIMAS sustainable in achieving access of clean water. The result of this research is information about th position of The PAMSIMAS II after the calculation of EFAS and IFAS which conducted based on the questionair that deliver to the actors of PAMSIMAS II in district of Aceh Besar and also recomendation about priority strategy should be conducted for the development of PAMSIMAS II in the future. Abstrak: Air Bersih sebagai kebutuhan utama dalam kehidupan manusia yang umumnya digunakan untuk minum, mandi, memasak dan mencuci sudah seharusnya terpenuhi secara kuantitas, kualitas, terjangkau dan kontinu. Pemerintah melalui program pembangunan nasional akses universal air minum dan sanitasi menetapkan bahwa pada tahun 2019, Indonesia dapat mencapai 100 % target layanan air minum dan sanitasi yang layak. Program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (PAMSIMAS) merupakan salah satu program andalan pemerintah pusat yang menggunakan pendekatan berbasis masyarakat, dimana masyarakat sebagai pelaku utama dan sekaligus penanggungjawab pelaksanaan kegiatan. Program PAMSIMAS II dilaksanakan di Provinsi Aceh mulai tahun 2013 sampai dengan April 2016 di 3 kabupaten yaitu Kabupaten Aceh Besar, Kabupaten Pidie dan Kabupaten Bireuen, dengan total desa yang bergabung adalah 46 Desa. Penelitian ini dilaksanakan di 15 desa di Kabupaten Aceh Besar sebagai objek penelitian. Penelitian ini bertujuan untuk mengevaluasi keberhasilan Program PAMSIMAS II dan mengindentifikasi peran serta masyarakat dalam mengelola infrastruktur air bersih dan sanitasi yang telah dibangun. Hal tersebut diukur melalui beberapa faktor, diantaranya: 1. kecukupan, kualitas dan keberlanjutan air dan, 2. Kinerja dari badan pengelola di masyarakat. Penelitian ini menggunakan analisa kuantitatif yang didukung dengan analisa kualitatif. Metode pengumpulan data dengan melakukan observasi, kuesioner dan wawancara. Penelitian ini melakukan Analisa SWOT yang bertujuan untuk perumusan rencana strategis agar Program PAMSIMAS dapat berkesinambungan dalam pemenuhan akan air bersih. Hasil dari penelitian ini berupa identifikasi posisi Program PAMSIMAS II setelah dilakukan perhitungan EFAS dan IFAS yang dilakukan berdasarkan Kuesioner yang telah disebar kepada para pelaksana program PAMSIMAS II, dan kemudian dilanjutkan dengan rekomendasi prioritas strategi yang akan dilakukan untuk pengembangan Program PAMSIMAS II ke depan.
Sedimentation is commonly found as one of the problems affecting the function of reservoirs in Indonesia. High risk soil erosion leads to the increase in sediment production which negatively influencing the capacity or functional age of the reservoir. Generally, several reservoirs in Indonesia are experiencing the operational problem due to the increasing of sedimentation throughout the year. The data presented in this article was obtained from the measurement of sediment in the area of Keuliling reservoir, including: The data of suspended sediment at every Keulling reservoir water inlet, the data of bedload sediment at the bottom of the Keuliling reservoir, the hydrometric data, including the water velocity and channel profile, where the sampling of bedload and suspended sediment sampling was conducted at each inlet. the data sediment volume at the dam reservoir. The data of suspended and bedload sediment were obtained by taking the samples and analyzed in a laboratory. The measurement was conducted three times in five months. The data of water velocity was also generated based on the measurement using a currentmeter. Meanwhile, the sediment volume data in the water storage of reservoir was gathered by conducting a bathymetry and topographic survey at the dam reservoir location and then comparing it with the pre-existing bathymetry and topographic data.

The Pandrah Irrigation Area is a technical irrigation network whose water source comes from the Krueng Pandrah river. Pandrah Weir was built in 1987 located in Samagadeng Village, Pandrah District, Bireuen Regency. It has an area of 1,203 hectares of irrigated rice fields. In its development, the damage that occurs in the Pandrah irrigation area also cannot be ignored. It is necessary to review it by assessing the performance of the irrigation system. The purpose of this study was to determine the performance index of the Pandrah irrigation system using the MASSCOTE (Mapping System and Service for Canal Operation Technique) method approach. The assessment of the performance index of the Pandrah irrigation system using the MASSCOTE method approach is carried out by evaluating the Rapid Appraisal Procedure (RAP) on four main indicators, namely service indicators, indicators for Farmers Using Water (P3A), indicators for the operator's Human Resources (HR). In the evaluation of the RAP, it is the value of observations of the respondents of OP officers and P3A farmers who are presented in a questionnaire to cross-assess each respondent in irrigation management. The results of the research on the performance appraisal of the Pandrah irrigation system based on the MASSCOTE method with RAP evaluation showed that the performance index of the absolute value (Level of Service) was 3.05. Hence, the performance index of the Pandrah irrigation system in the existing conditions was in the Good classification. This index and classification value shows the value of irrigation operations in fulfilling services from irrigation management carried out by operators / OP officers and felt by irrigation service beneficiaries, namely P3A farmers.
Aceh Tengah District is one of the districts that have slum settlements. Based on the Decree of the Regent of Central Aceh No. 188.55 / 775 / DCKP / 2014, the determination of housing and slums in Central Aceh District includes 23 villages in 6 sub-districts, with a total area of 189.59 Ha. Bale Atu Village, located in Lut Tawar Subdistrict, is one of the very slum hamlets with a value of 4.22 and has a slum area of 0.56 Ha out of a total area of 2.5 Ha. Besides, Bale Atu Village is located in the center of Takengon City and a trade center as a strategic area, which must be immediately addressed so that slum areas do not expand. This study aims to evaluate the current level of a slum in the village of Bale Atu, and identify the current form of slum settlement. This research uses qualitative methods through observation and interviews and quantitative methods through a weighting system. Evaluation of the level of slum and handling is carried out based on the Technical Guidelines (Juknis) of the Regulation of the Minister of Public Works and Public Housing of the Republic of Indonesia (Permen PUPR RI) No. 02 / PRT / M / 2016. Evaluation of the level of slum includes aspects of slum conditions, aspects of land legality, and other aspects of consideration. The form of handling is based on the typology of slums and the physical handling of infrastructure. The results showed that the slum level of the settlements in Bale Atu Village was light slum with a total score of 23, and the slum level of all hamlets was a light slum where the total score of Dusun Barat was 31, Dusun Timur was 33, Dusun Utara was 29, and Dusun Selatan of 21. The form of slum settlement in Bale Atu Village is based on typology by handling hilly typology, and based on physical infrastructure, it is carried out through a restoration pattern. The handling of slum settlements in Bale Atu Village and all its hamlets is included in the 3rd priority scale of handling in Laut Tawar District.
