Literacy plays an important role in Community Development (CD). Without literacy, people have difficulties improving their quality of life. Iran is no exception. Since the Islamic Revolution, the government of Iran has allocated great efforts and budgets on the literacy development to improve the quality of life. Following these efforts, the government has implemented various literacy programs. One of the major literacy programs that have been implemented for this purpose is the Community Learning Centers Program (CLCP). CLCP is the newest literacy program that has been implemented to develop literacy in order to improve the quality of life. CLCP has been emerged as a result of shortcomings of the previous literacy programs to solve the problem of illiteracy among people in the country. So far, the government of Iran has implemented 3517 CLCP into 3517 both rural and urban communities throughout the country. One of these rural communities is community of Golshan. Therefore, the main objective of this paper is to examine the role of CLCP in Community Literacy Development (CLD) in the community
Literacy plays a significant role in community development. Without literacy, development goals cannot be achieved easily. Through literacy, the community does not face any challenge to improve their quality of life. For this reason, developed and developing countries nowadays are investing a lot on social and natural innovations, plus human capital in communities to increase their level of literacy. Iran is no exception. For this purpose, the government of Iran has formulated several community literacy development programs in the country. One of the major programs that has been implemented for this purpose is the Community Learning Centers Program (CLCP) (Mehdizadeh, 2003).In the Islamic Republic of Iran, CLCP was implemented in early 2000. It has had very encouraging results in solving the problem of illiteracy in this country. All communities that have pioneered the program have experienced a remarkable increase in their literacy level (Ebrahimian, Bahirai, & Iranian National Commission for ISESCO, 2006). What are the reasons of such achievements? Therefore, the main purpose of this study is to investigate the factors that have contributed to the success of CLCP in community literacy development in the Islamic republic of Iran.
Determining the spinning reserve capacity is amongst the most important tasks of system operator to insure safe and reliable operation of power system. So far, various methods are proposed to determine reserve capacity which are based on deterministic or probabilistic criteria. Due to considering the stochastic nature of system events, probabilistic approaches are more preferable in comparison to deterministic approaches. In practice, the value of interrupted loads are not the same for all consumers and some of them like industrial ones have higher value of lost load (VOLL). Thus, consumes with higher values of lost load are willing to pay more in order to gain higher reliability levels than consumers with less VOLL. In other words, they are more concerned with their individual load point reliability. In this paper a new method is presented to optimally determine the system spinning reserve requirement in a competitive simultaneous energy and reserve market render based on cost-benefit analysis and stochastic programming technique is proposed considering different values of lost load at each bus. Including units and lines outages and their corresponding likelihoods in the objective function, regard for loading rate of the generators constraints and transmission flow constraints are the advantages of the proposed method. Simulations performed on the 14-bus IEEE test system demonstrate effectiveness of the presented approach.
