Este artigo visou analisar o comportamento do comércio agrícola brasileirocom a União Européia (UE), em face das negociações para um acordo comercial entre oMercosul e a UE. Foram calculados os índices de vantagens comparativas reveladas(VCR) e de orientação regional (IOR), no período de 1991 a 2001, cujos produtosrelacionados foram soja e derivados, suco de laranja, fumo, frango, carne bovina, açúcare café. Em conjunto, esses produtos tiveram, no período assinalado, participação superiora 20% no total das exportações do Brasil, tendo a soja e derivados, o suco de laranjae o café maior participação nas exportações mundiais. À exceção do açúcar, todos osprodutos estudados tiveram a UE como importante destino das exportações. Os resultadosdo VCR expressam, em todos os produtos, maiores vantagens comparativas doBrasil, com valores estáveis ou crescentes ao longo da década. O IOR, por sua vez,ilustra a elevada orientação das exportações brasileiras para a UE, exceto para frango eaçúcar, mas que, em geral, não aumentaram no período. Em conseqüência, um acordoentre os blocos, reduzindo ou eliminando barreiras tarifárias e não-tarifárias, poderáresultar em criação de comércio, favorecendo as exportações agrícolas brasileiras comdestino à UE.
Despite the significant advances of Brazilian agriculture, transportation and storage costs still constitute the main barriers to the Brazilian agribusiness. The aim of this article is to analyze the effect of segregation of maize and soybeans in the Brazilian transport and storage logistics, especially genetically modified grains. In the context of the guidelines of the Cartagena Protocol on Biosafety (CPB) as well as of the competitiveness in the international market, we develop a spatial equilibrium model in the form of a mixed complementarity problem. The competitiveness of Brazilian maize and soybeans on the international market is compromised by the inefficient logistics and slow responses to the demands of the CPB. The contribution of the paper is to evaluate how regulatory issues of a segment, in this case biotechnology, may interfere with logistic infrastructure projects.
RESUMO -O objetivo do presente artigo é analisar a evolução dos biocombustíveis no Brasil, com foco no biodiesel. São apresentados e discutidos os programas e metas estabelecidos pelo Governo, a legislação existente, as matérias-primas utilizadas, a sua importância na matriz energética nacional, a sua produção, formação de preço e leilões, além de questões relevantes para a análise dos resultados obtidos a partir do lançamento do marco regulatório. As conclusões observadas são de que o Programa Nacional de Produção e Uso de Biodiesel pode ser considerado um sucesso do ponto de vista de crescimento do mercado, com a antecipação de metas de mistura, tendo a soja como principal matéria-prima. Porém, muitas questões ainda precisam evoluir, como o desenvolvimento de novas matérias-primas, de preferência não alimentícias, redução dos preços, aumento de produtividade e maior inserção social em comunidades pobres.Palavras-chave: Biocombustíveis. INTRODUÇÃOTendo em vista o aumento do consumo dos derivados de petróleo, a provável redução das suas reservas e a fragilidade nas relações internacionais envolvendo os principais países produtores, existe uma preocupação crescente tanto com o aumento e a volatilidade dos preços, como quanto às consequências do seu uso sobre as mudanças climáticas do planeta provocadas pelo efeito estufa.O principal acordo sobre mudanças climáticas é o Protocolo de Kyoto (997), o qual estabelece metas para a redução de emissões de dióxido de carbono (CO 2 -resultante da queima de combustíveis fósseis) na atmosfera. O CO 2 é um dos principais gases de efeito estufa (GEE) e uma das maneiras de reduzir sua emissão é mudar a matriz de produção energética, utilizando fontes de energia renováveis, mais eficientes e menos poluentes.Uma alternativa energética é a utilização de biocombustíveis, tanto do ponto de vista ambiental, como econômico e social. To control the transmission of the coronavirus disease (COVID-19), Brazilian local governments have adopted partial lockdown measures in economic sectors, thereby triggering transmission shocks along input-output supply chains. The national internal market and territorial disparities favor the formation of subnational production networks within borders, thus increasing the potential effects of lockdown measures on regional integration production networks. Therefore, this study makes hypothetical simulations of COVID-19 mitigation policy decisions to understand the regional impacts on integration in supply chains, considering both domestic and global value chains. The generalized hypothetical extraction method is applied to a Brazilian interregional input-output model with 68 industries and 27 regions, imputing partial removals on intermediate consumption and final demand. The results suggest that richer subnational areas, mainly São Paulo and Rio de Janeiro, are proportionally more impacted by COVID-19 trade shocks. However, the poorer peripheries are doubly affected, either by the foreign shock, which would damage their economic structure, or by the retraction of the subnational demand from core states. The findings highlight that economic shocks are spatially distributed through different industrial structures, thus stressing the need to avoid "one size fits all" regional policies to mitigate the potential negative effects on exposed regions. Este estudo busca mensurar os efeitos do acordo entre o Mercosul e a União Européia (UE) sobre a produção, consumo e fluxos comerciais de arroz, milho, soja e trigo nas diversas regiões analisadas. Para avaliar os efeitos deste acordo utilizamos um modelo de alocação espacial apresentado como um Problema de Complementaridade Mista (PCM). Como resultado, o presente estudo identifica as variações no Excedente do Produtor (EP) nos cenários Mercosul-UE e Mercosul-UE ampliada considerando a eliminação das barreiras tarifárias e/ou subsídios. Em termos gerais, os maiores ganhos para os produtores de grãos dos países do Mercosul ocorrem no cenário Mercosul-UE com eliminação dos subsídios por parte dos países da UE. No entanto, salienta-se que, embora os ganhos totais para os países do Mercosul sejam positivos, o setor tritícola apresenta perdas significativas neste cenário.
This study aims to measure the effects of an agreement between Mercosur and the European Union (EU) on production, consumption and trade flows of rice, maize, soybeans and wheat in several regions. To estimate the effects of this agreement we used a spatial allo-cation model presented as a Mixed Complementarity Problem. As a result, we identify the variations in Producer's Surplus for the scenarios Mercosur-EU and Mercosur-extended EU, considering the elimination of tariff barriers and/or subsidies. In general, the highest gains for grain producers in the Mercosur countries happen in the Mercosur-EU scenario with the elimination of subsidies by the European countries. However, we emphasize that total gains for the Mercosur countries are positive, but the wheat sector shows significant losses in this scenario
