Leur apparition au Parlement français, relativement récente (1909 à la Chambre des députés et 1911 au Sénat), témoignait d’une volonté d’améliorer l’efficacité de la fonction de contrôle de l’activité gouvernementale. Depuis lors, les questions écrites ont connu une remarquable stabilité dans leur principe même, les modifications apportées à la procédure ne visant qu’à adapter ses modalités d’exercice aux réalités parlementaires.
