RESUMO No nível internacional, a liberalização requer maior mobilidade de tecnologia e mão-de-obra do que atualmente disponível em todos os países. Além dos movimentos internacionais de fatores de produção, este artigo argumenta que a cultura da liberalização precisa ser complementada por uma cultura da concorrência capaz de abordar a visão da empresa e do consumidor. Começamos com definições de investimento direto estrangeiro (IDE) e contestabilidade. As restrições ao IDE e à política de concorrência são então examinadas. Ressaltamos que, para otimizar os benefícios do IDE, variáveis críticas devem ser levadas em consideração. Finalmente, concluímos afirmando que não existe um ou outro entre mercados e intervenção do Estado.
