Les projets urbains de type TOD ( Transit Oriented Development ) sont généralement définis, dans les milieux professionnels et les débats politiques nord-américains, comme un modèle d’urbanisme stéréotypé, dense et mixte, en lien avec le développement d’un réseau de transport en site propre efficace et dont la vertu principale est de favoriser des pratiques de mobilité plus durables. Or ces projets sont rarement analysés sous l’angle des modalités de l’action et des processus qui peuvent assurer cette intégration urbanisme-transport. Dans le contexte de la mise en œuvre du PMAD (Plan métropolitain d’aménagement et de développement) dans la métropole montréalaise, l’analyse de ces processus sur le plan local apparaît essentielle pour aider à piloter la mise en œuvre des nombreux TOD qui sont prévus. L’analyse du cas du TOD de Sainte-Thérèse s’appuie sur la notion d’instrument d’action publique de coopération. Tant pour la phase d’adoption que de production et d’intégration de ce nouvel instrument, le TOD a permis d’articuler les acteurs locaux et métropolitains de l’urbanisme et du transport dans une dynamique de coopération, sous le signe de la congruence des actions, du leadership collectif et de l’incrémentalisme progressif.
