1 Contribuições das avaliações de desempenho humano para o alcance dos objetivos no setor público Contributions of human performance evaluations to the achievement of objectives in the public sector Contribuciones de las evaluaciones de desempeño humano para el logro de metas en el sector público Resumo A administração pública brasileira tem passado por grandes transformações, e nesse contexto surgiram as avaliações de desempenho humano como forma de promover a melhoria do desempenho governamental. Partindo desse pressuposto, este trabalho tem como objetivo identificar nas publicações cientifica as contribuições das avaliações de desempenho para o alcance das metas estratégicos no setor público entre 2009 e 2019. Para tanto, foi realizada uma pesquisa bibliográfica nas publicações disponíveis durante este período. Abstract:The Brazilian public administration has undergone great changes, and in this context human performance evaluations have emerged as a means of promoting improved government performance. Based on this assumption, this work aimed to identify in the national literature the contributions of performance evaluations to the achievement of strategic objectives in the public sector between 2009 and 2019. For this purpose, a bibliographic survey was conducted on the platform of the Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES), based on publications from 2009 onwards. As a result, 8 articles were obtained on performance management and evaluation, motivation and server development. It was concluded that the implementation of the private model in public administration without indepth debate does not provide improvements in public service. Therefore, human resource managers should adapt it to the reality of the public sector to make it more effective.
The need to increase the share of renewable energy sources in the composition of the world energy matrix has stimulated several researchers in the search for new economically viable and environmentally sustainable technologies. The bioethanol produced from lignocellulosic biomass, emerges as a promising technology, due to their character, renewable, abundant and low cost of processing. The production of lignocellulosic bioethanol involves processes ranging from saccharification of cellulose and hemicellulose present in the biomass and conversion to ethanol by the action of fermentative microorganisms. The aim of this work was to study the processes of enzymatic saccharification and fermentation of waste paper to obtain bioethanol. Simultaneous Saccharification and Fermentation (SSF) ethanol production was performed for 16 hours with Cellic CTec2 β-glucosidase enzyme cocktail, with a concentration of 70 FPU/g, and at pH 4.8. The commercial yeast Saccharomyces cerevisiae (Fleischmann) was used. The results showed the conversion of the cellulose industry waste into reducing sugars at 39.44 ± 2,41g g-1 , corresponding to 65 ± 4,12% of the available cellulose yield, achieving a yield of 9.16 ± 0,98g L-1 ethanol and 77% fermentative efficiency. A necessidade de aumentar a participação de fontes de energia renovável na composição da matriz energética mundial tem estimulado diversos pesquisadores na busca por novas tecnologias economicamente viáveis e ambientalmente sustentáveis. O bioetanol, produzido a partir da biomassa lignocelulósica, desponta como tecnologia promissora, devido ao seu caráter renovável e abundante. A obtenção de bioetanol lignocelulósico envolve processos de sacarificação da celulose e da hemicelulose presentes na biomassa, até a sua conversão em etanol por ação de microrganismos fermentativos. O objetivo deste trabalho foi estudar os processos de sacarificação enzimática e fermentação em resíduos de papel para obtenção de bioetanol. A produção de etanol pelo procedimento de sacarificação e fermentação simultâneas (SSF-Simultaneous saccharification and fermentation) foi realizado por 16 horas, utilizando coquetel enzimático β-glucosidase Cellic CTec2, com concentração de 70 FPU/g, e em pH 4,8. Foi utilizada a levedura comercial Saccharomyces cerevisiae (Fleischmann). Os resultados apresentaram a conversão dos resíduos da indústria de celulose em açúcares redutores em 39,44 ± 2,41g g-1 , correspondente a 65 ± 4,12% do rendimento de celulose disponível, alcançando um rendimento de 9,16 ± 0,98 g L-1 de etanol e eficiência fermentativa de 77%.
The article proposes to show which paths have been taken, which practices have been used and which have been addressed by the researchers when speaking of "Public Budget and the Functions of the State in Guaranteeing Fundamental Rights", seeking to answer the following question: Does the current budget model allow for the exercise of Fundamental Rights? For this purpose, a qualitative research was carried out based on the bibliographic review of the subject through articles researched in the CAPES journal platform of the last 10 years. As results we found evidence that in many cases the "Fundamental Rights" and the "Functions of the State" are neglected in the budget execution due to several factors, such as: Discretionary, authoritative budget, lack of planning and control in administrative actions, need for qualification in cutting public spending in search of fiscal balance, outsourcing of functions of the state and weakening of participatory processes of budget preparation.
This work is the result of research on the implementation process of the Program of Support to the Federal Universities Restructuring and Expansion Plan (REUNI), for the creation of Bachelor of Science and Technology courses, and Engineering courses at the Federal University of Vales do Jequitinhonha. and Mucuri (UFVJM), on the campus of Diamantina and Teófilo Otoni. To achieve the results, a documentary and bibliographic research was carried out, in which to analyze minutes, notices, pedagogical projects and information available in the Integrated Academic Management System, comparing them with the objectives proposed by the Ministry of Education for the implementation of the REUNI Program. at UFVJM. The research showed that the set of indicators agreed with the Ministry of Education was not entirely achieved with the implementation of REUNI in UFVJM, despite the commitment of deans and deans, directors, coordinators and teachers of the institution, pointing out problems with infrastructure feasibility. suitable for teaching practice, difficulty in contracting teachers and administrative and academic barriers that can hinder the consolidation of courses with quality standards, worthy of the renowned Brazilian public universities.
RESUMOO objetivo do presente artigo é apresentar uma revisão bibliográfica sobre a utilização dos instrumentos de governança pública na gestão dos Regimes Próprios de Previdência Social (RPPS). A pesquisa foi realizada em livros, manuais e artigos científicos publicados em periódicos relevantes. O estudo descreveu os modelos de gestão pública que são praticados no Brasil, demonstrando a influência da cultura patrimonialista e a governança pública como resultado da evolução do gerencialismo. A pesquisa constatou que a governança pública vem sendo aplicada no âmbito da administração pública e que a previdência social vem adotando seus instrumentos, inclusive nos regimes próprios, como é o caso do programa Pró-Gestão RPPS que visa a melhoria da qualidade e capacitação dos gestores públicos.
