Resumo: Este trabalho busca prover algumas respostas a questões persistentes nas agendas de pesquisadores do meio ambiente sobre o desmatamento no Brasil, notadamente na região amazônica, cuja taxa de devastação florestal recente ultrapassa uma área de 20.000 km 2 por ano. Objetiva-se testar a eficácia da ação de órgãos públicos fiscalizadores, bem como os efeitos de fatores socioeconômicos sobre as causas do desmatamento. Inicialmente, comparam-se as taxas de desmatamento acumuladas em 749 municípios da Amazônia Legal com as taxas de desmatamento de 130 países ao longo do período 1988-2002. Ipeadata, IBGE e Inpe forneceram as informações sobre as características político-socioeconômicas e ambientais dos municípios. A partir de três níveis ordenados de desmatamento com observações mundiais fornecidas pelo World Development Indicators -WDI (2006) do Banco Mundial, referentes à ordenação dos graus de desenvolvimento dos países, a aplicação de um modelo de escolha discreta multinomial ordenado permitiu extrair as seguintes conclusões: a presença de um órgão ambiental oficial em cada município é eficaz na redução do desmatamento, tornando os níveis de desmatamento equiparados aos níveis dos países desenvolvidos. Aumento do nível educacional, redução da desigualdade de renda e o cumprimento de leis regulatórias para delimitar a expansão da fronteira agropecuária são ações igualmente relevantes para conter o desmatamento da região. The politics of intergovernmental transfers in Brazil. This article examines the political economy of public resources distribution in Brazil's federal system in 1985-2004. We propose an empirical exercise to analyze how the country's federal governments deal with the tradeoff between the provision of material wellbeing to sub-national governments (the states in our study) and the pursuit of political support from the latter. To identify the determinants of the transfer of resources from the federal government to the states, a set of economic, political, and institutional variables is econometrically tested. Based upon instrumental variables estimation for panel-data models, our estimates indicate that in Brazil the pursuit of political goals prevails over social equity and economic efficiency criteria: higher levels of per capita transfers are associated with the political makeup of governing coalitions, while larger investments in infrastructure and development by the states are associated with a lower amount of per capita resources transferred to sub-national governments. Our findings also suggest a trend toward the freezing of interregional inequalities in Brazil, and show the relevance of fiscal discipline laws in discouraging the use of the administrative apparatus for electioneering.
Analyzing the income differentials amongst the Brazilian workers' occupations is the focus of this paper. Due to the wide diversity of occupations cataloged by the IBGE (around 800), a theoretical procedure is applied to reduce them to only seven in order to allow statistical treatment of the data. The methodological approach is based on Mincerian quantile equations to be estimated in various strata of the workers' income distribution, on which a breakdown is made to check the gap among the individuals' income with distinct inherent attributes and between those living in both more and less developed regions. The estimation results ensure the importance of breakdown analysis for occupational strata as well as for quantiles, since the effects of explanatory variables are distinct along the income distribution and vary among occupations. Regarding the gaps in this distribution, there is a glass ceiling effect in some occupations, that is, the gap is greater at the top of distribution, although in most cases the wider gap occurs at the bottom of the distribution -sticky floor effect, which makes this a distinguished result from other studies. Moreover, contrary to the gap in gender, which is due to the compensation characteristics of individuals only (discrimination), income differentials between regions and races also occur from the heterogeneous characteristics of workers. ResumoAnalisar os diferenciais de rendimentos nas ocupações dos trabalhadores brasileiros é o foco central deste trabalho. Em virtude da vasta diversidade de ocupações catalogadas pelo IBGE (cerca de 800), aplica-se um procedimento teórico para reduzi-las em apenas sete a fim de permitir tratamento estatístico dos dados. São estimadas equações mincerianas quantílicas, sobre as quais são feitas decomposições para verificar o hiato entre os rendimentos dos indivíduos com atributos inerentes distintos, bem como entre aqueles residentes em regiões mais e menos desenvolvidas do país. Os resultados das estimações ratificam a importância da análise desagregada em estratos ocupacionais e por quantis, uma vez que os efeitos das variáveis explicativas são distintos ao longo das distribuições de rendimentos e entre as ocupações. Este artigo agrega ao debate sobre a solvência do Regime Geral da Previdência Social (RGPS) no Brasil, um sistema de repartição simples cujos parâmetros divergem dos padrões internacionais em termos demográficos, econômicos e sociais. Seguindo principalmente a metodologia de Bohn (1998, 2007), evidencia-se, durante o período de janeiro de 1990 a dezembro de 2010, que o saldo previdenciário do RGPS apresenta quatro distintos regimes, sendo apenas um deles caracterizado como insolvente, durante abril de 1994 e outubro de 1997, possivelmente associado aos efeitos do advento da Lei nº 8.213/91. Ao contrário do que diversas análises apontam sobre a situação da previdência social brasileira, os resultados sugerem não ser explosiva a trajetória recente de déficits, sendo inclusive possível identificar uma melhoria a partir de outubro de 2006, em resposta ao encerramento da primeira fase do Censo Previdenciário e a criação do Super Simples. Apesar da preocupação da sociedade com o registro de sucessivos déficits mensais, a participação governamental neste regime tem representado parcelas menores do Produto Interno Bruto, sendo esta sinalização de solvência relevante na condução de políticas públicas associadas à previdência. Este cenário otimista, porém, não invalida a necessidade de reformas no sistema, tendo em vista a eficiência das intervenções do Governo no sentido de controlar o quadro deficitário do RGPS.
