Considerada a cidade modelo de um país em desenvolvimento, após um processo de planejamento urbano muitas vezes exaltado e algumas vezes criticado pelo seu autoritarismo e favorecimento de setores empresariais locais, Curitiba nas últimas quatro décadas tem sido reconhecida e divulgada, inclusive internacionalmente, pelas suas inovações urbanísticas e uma conclamada qualidade urbana e de vida. A capital do Paraná realmente produziu e ofereceu um espaço privilegiado a uma restrita parcela de seus habitantes: áreas urbanas dotadas de boa infraestrutura para onde especialmente convergiram as atenções e investimentos do poder público e para as quais também afluíram os principais interesses e investimentos privados. Entretanto, concomitantemente à produção desse espaço parcial, restrito a uma elite e devidamente bem cuidado e ordenado, também se constituiu uma crescente periferia, habitada por populações de baixa renda, pouca qualificação profissional e educacional, apartada dos espaços privilegiados da cidade, portanto, espacialmente e socialmente excluída. O presente artigo pretende discutir a forma como os investimentos do Estado atuaram na consolidação e formatação de uma cidade marcadamente dual e segregada.PALAVRAS-CHAVE: Curitiba. Exclusão social.
