Resumo O artigo trata das tecnologias de governo voltadas para as comunidades remanescentes de quilombos, a partir de uma etnografia sobre os conflitos vivenciados por essas coletividades no Recôncavo da Bahia no decorrer dos seus processos de regularização territorial.
O artigo procura fazer algumas considerações sobre as experiências de racismo institucional e ambiental vivenciadas pelas comunidades remanescentes de quilombo do Recôncavo da Bahia e seus reflexos sobre o acesso desses grupos a bens, serviços sociais e a assunção da cidadania plena. Para tal, realizamos uma etnografia sobre os conflitos vivenciados nos processos de regularização territorial dessas coletividades tendo por base nossa experiência de pesquisa na região, dados oficiais, investigações acadêmicas, notícias de jornais, dentre outras fontes. A análise de casos exemplares revela que apesar da existência de leis e políticas afirmativas voltadas para a questão, prevalecem os interesses de grandes proprietários de terras e empreendimentos privados de interesse estatal configurando um ciclo cumulativo de danos e prejuízos a esses grupos. Abstract: The article tries to make some considerations about the experiences of institutional and environmental racism experienced by the quilombo remnant communities of the Recôncavo of Bahia and its reflections on the access of these groups to goods, social services and the assumption of full citizenship. To this end, we conducted an ethnography on the conflicts experienced in the processes of territorial regularization of these collectivities, based on our experience of research in the region, official data, academic investigations, news from newspapers, among other sources. The analysis of exemplary cases reveals that despite the existence of affirmative laws and policies focused on the issue, the interests of large landowners and private enterprises of state interest prevail, setting a cumulative cycle of damages and losses to these groups.
O presente artigo tem o objetivo de refletir sobre os limites do reconhecimento público e político da população negra no estado da Bahia. Para tanto realizamos uma análise comparativa dos contextos etnográficos do chamado turismo étnico-afro; de identificação, regularização e proteção dos territórios quilombolas frente a projetos de desenvolvimento na região do Recôncavo. Tomamos como universos empíricos a exploração turística em termos étnicos da Festa da Boa Morte e de algumas comunidades remanescentes de quilombo de Cachoeira e os conflitos das comunidades remanescentes de quilombos de Santo Amaro e municípios adjacentes frente à implantação de um empreendimento imobiliário de âmbito internacional na Ilha de Cajaíba, local considerado fundamental simbólica e materialmente por estes grupos. Em ambos os casos atentamos para as construções identitárias, retóricas da etnicidade, raça e cultura que emergem nesses processos e o quanto elas são aceitas ou não pelos diferentes agentes envolvidos. Práticas e manifestações culturais tidas como tradicionais são acionadas nos dois contextos com sentidos, intencionalidades e resultados distintos. Evidencia-se a grande resistência por parte tanto do Estado quanto da sociedade em reconhecer o negro como sujeito político ou de direito, mas tão somente como objeto cultural, marco da identidade regional e nacional brasileira. Desse modo, a cultura continua sendo o lugar por excelência reservado aos afro-brasileiros, isto é: o espaço da diferença.
Este artigo tem como tema as práticas e relações entre a antropologia brasileira e a identificação das terras das comunidades remanescentes de quilombos. O direito coletivo a terra para as comunidades negras rurais e urbanas de nosso país não foi baseado num acúmulo de estudos antropológicos sobre essa população, como no caso colombiano. Foi o imaginário sobre o que teriam sido os quilombos que alcançou o estatuto de tema constitucional em 1988. Desse modo, o problema de identificação desses grupos se configurou num campo específico de atuação que envolve uma gama diversificada de mediadores, dentre eles os antropólogos que entre os anos de 1997 e 2015 produziram 209 relatórios de identificação de territórios quilombolas. Diante da inexistência de um balanço sobre esses trabalhos, buscamos preencher essa lacuna a partir da análise de uma amostra desse universo com ênfase nas estratégias de construção de autoridade etnográfica, na política de citações e na narrativa implícita que estruturam os relatórios em questão.
