Este trabalho busca contribuir com o entendimento das dificuldades encontradas por organizações com unidades geograficamente distribuídas e que buscam a efetividade no atendimento por meio da distribuição de recursos, em conformidade com as condições geográficas e demográficas, e, neste estudo, especificamente, das populações demandantes dos serviços de saúde. O estudo de caso escolhido é representativo quanto às decisões sobre as políticas de saúde municipal de distribuição de recursos de pessoal, material e equipamentos e serve como referência às dificuldades inerentes a essas decisões. A base do Sistema de Informações Geográficas (SIG) permite a realização de análises espaciais e demográficas e sua relação com os dados referentes à gestão de recursos e competências ali demandados. A análise com o uso da Visão Baseada em Recursos (VBR) adaptada permite a avaliação das condições internas das decisões no sistema em pauta. Os resultados apontam para os limites da avaliação compartilhada ou isolada da distribuição espacial dos recursos que são comprometidos pelas decisões que envolvem essas duas abordagens. Nesse sentido, a avaliação concomitante dos recursos distribuídos associados ao SIG resulta em importante elemento de análise, pois possibilita a identificação dos recursos estratégicos para um adequado atendimento dos propósitos das Unidades Municipais de Saúde de Curitiba, Paraná.
A localização geográfica de um ponto comercial em qualquer setor constitui um recurso físico que, somado aos recursos financeiros, de capital humano, organizacional, reputação e tecnológico podem levar a organização a uma condição ímpar em relação aos concorrentes. Decidir sobre a melhor localização do ponto comercial é uma das tarefas mais importantes a ser realizada; porém necessita de estudos criteriosos, e não apenas parâmetros baseados no bom senso e experiência dos especialistas. O que se propõe neste trabalho é a integração de um Sistema de Informações Geográficas (SIG) e um Sistema Especialista (SE), a fim de subsidiar a tomada de decisões com relação à escolha da melhor localização para a abertura de uma agência bancária, neste caso do HSBC Bank Brasil S/A, de tal forma que essa melhor localização constitua um recurso físico competitivo para a organização. A utilização da informação geográfica como recurso físico necessita que diferentes variáveis sejam equacionadas até se obter a melhor solução. Neste trabalho, foi desenvolvido um sistema denominado Sistema de Prospecção de Imóveis para o Setor Bancário (SPI), que permite detalhar tais variáveis em termos de valor, raridade, dificuldade em serem imitadas e substituídas. Partindo-se de que a visão baseada em recursos (VBR) enfatiza a escolha estratégica, mediante a valorização de importantes ações, como identificar, desenvolver e desdobrar recursos-chave pela gerência da organização para maximizar os retornos, também foi realizada uma análise dos imóveis prospectados em termos de vantagem competitiva, concluindo-se que a VBR é o elemento que contribui para o SPI, pois eleva a sua capacidade de análise, indo além da questão de localização, ou seja, a VBR permite que os imóveis prospectados sejam examinados em termos de vantagem competitiva.
RESUMOOs diagramas de Voronoi permitem a subdivisão das regiões em um conjunto de áreas de abrangência, a fim de estabelecer relações de proximidades. Vários estudos foram realizados para a determinação de áreas de abrangência com o uso dos diagramas de Voronoi. Entretanto, ainda é necessário aprofundar as investigações com o desenvolvimento de novas proposições, com vistas à determinação de áreas de abrangência que se aproximem da realidade topográfica das cidades. Para tal, é necessário que sejam considerados os obstáculos, ou seja, barreiras lineares e fechadas. De acordo com a literatura consultada, não existem pesquisas que tenham avançado nesse sentido, o que enfatiza a sua importância, sendo este tema desenvolvido nessa pesquisa descrita no presente artigo. Assim, foi realizada a implementação computacional dos diagramas de Voronoi ordinário e por potência (power Voronoi) com a consideração dos obstáculos, bem como realizadas análises espaciais a partir dos mesmos, estabelecendo-se relações de proximidade com os estabelecimentos dos bancos concorrentes. A partir dos resultados verificou-se que a inclusão das barreiras modificou sensivelmente as fronteiras dos diagramas de Voronoi e que, com o método proposto, evitam-se conclusões incorretas pelos usuários.
