As a disaster prone country, Bangladesh is regularly hit by natural hazards, including devastating cyclones, such as in 1970, 1991 and 2007. Although the number of cyclones’ fatalities reduced from 0.3 million in 1970 to a few thousand or fewer in recent events, loss of lives and impact on livelihoods remains a concern. It depends on the meteorological characteristics of cyclone and the general vulnerability and capacity of the exposed population. In that perspective, a spatially explicit risk assessment is an essential step towards targeted disaster risk reduction. This study aims at analyzing the spatial variation of the different factors contributing to the risk for coastal communities at regional scale, including the distribution of the hazards, exposure, vulnerability and capacity. An exploratory factor analysis method is used to map vulnerability contrasts between local administrative units. Indexing and ranking using geospatial techniques are used to produce maps of exposure, hazard, vulnerability, capacities and risk. Results show that vulnerable populations and exposed areas are distributed along the land sea boundary, islands and major inland rivers. The hazard, assessed from the density of historical cyclone paths, is highest in the southwestern part of the coast. Whereas cyclones shelters are shown to properly serve the most vulnerable populations as priority evacuation centers, the overall pattern of capacity accounting for building quality and road network shows a more complex pattern. Resultant risk maps also provide a reasonable basis from which to take further structural measures to minimize loss of lives in the upcoming cyclones.
Bangladesh is renowned in disaster risk reduction (DRR) for active involvement of community people and local disaster management institutions in DRR activities. Our study aimed to describe the disaster risk management (DRM) institutions and assess their functioning in six coastal unions across the three coastal zones of Bangladesh. Both qualitative and quantitative research approaches were used. The study focused on two key local institutions—the Union Disaster Management Committees (UDMCs) and the Cyclone Preparedness Program (CPP)—functioning at the union level in DRM. Such institutions have both horizontal and vertical collaborations with other institutions. However, we argue that the UDMCs’ external dependencies in their functioning indicate their limited financial and administrative autonomy, which is a barrier to successfully institutionalizing disaster management. The results show that the CPP is the most successful program, markedly increasing the trust of the people in warning dissemination and evacuation efforts in the event of a cyclone. Although the adoption of decentralized risk management systems has resulted in significant progress in increased rate of evacuation and reduced death rate and damage, lack of funding and equipment, limited coordination between institutions, lack of skilled and knowledgeable workforce, and inappropriate power structures may reduce the effectiveness of DRR activities prior to, during, and following disasters.

International curriculum transfer in Geography in Higher Education: an example AbstractInternationalization of geography in higher education comes in many guises. This paper discusses some of these, with particular attention to curriculum development and transfer.The context is Bangladesh and a case study is presented of a link programme between threeHigher Education Institutions (HEIs) in that country and one in the UK. The British Council funded project INSPIRE provided funding and organizational support for a project that lasted four years and enabled 22 staff visits from Bangladesh to the UK and 6 in the other direction.As a result, curricula of 43 teaching modules in the general area of environmental hazard and risk, environmental change, and climate change have been initiated or revised. While this type of transnational knowledge transfer has its drawbacks, we argue that there are specific circumstances in which it can work.
People's vulnerability, exposure and capacity are key components of a risk assessment. Index-based methodologies have proved useful to document spatial variation in risk-controlling factors. The objective of this study is to propose a methodology to derive quantitative indicators of household vulnerability, exposure and capacity to assess household's risk and its spatial variation. The method is applied to six unions of the coastal region of Bangladesh, including three offshore islands. Field data are collected by questionnaire survey of 609 households and 6 focus group discussions. Using conventional data conversion and aggregation methods and principle component analysis (PCA), the variables are summarized into a small set of dimensions to derive vulnerability and capacity scores. Result shows that households of islands are generally more vulnerable to natural hazards than nearby onshore unions. Unions of the central coast of Bangladesh are characterized by households with higher vulnerability and lower capacities than two other parts. The fatality rate of cyclone SIDR at village level is used to validate the spatial variation of household risk for one surveyed union. The proposed methodology and produced maps could support national to local government bodies in assessing household risk and identifying locations where to implement specific risk reduction measures.
