O mainstream das discussões sobre o poder, via de regra, aborda atores organizacionais que desfrutam de recursos para exercê-lo, como as condições de posse de meios de produção, de localização, de classe ou de conhecimentos técnicos, seja na organização ou na sociedade. Contudo, mesmo com toda a tecnologia gerencial de dominação e exploração desenvolvida ao longo do século XX, os trabalhadores usam estratégias políticas para resistir e influenciar os possuidores de recursos, tentando, com essas manobras, alcançar seus próprios objetivos. Neste artigo, o objetivo foi analisar as estratégias de poder de atores sociais desprovidos de recursos nas organizações. Pautado por uma pesquisa qualitativa, o estudo se baseou em dezoito entrevistas com trabalhadores de uma siderúrgica selecionados pelos critérios de tempo de casa e acessibilidade. Os dados coletados, tratados mediante a análise do discurso, indicam quatro estratégias de poder utilizadas pelos trabalhadores: 1. experiência barganhada com base no saber oriundo da experiência; 2. diversificação de vínculos afetivos com grupos detentores e não detentores de recursos; 3. obediência submissa para obtenção de reconhecimento, permanência e/ou valorização futura; e 4. popularidade planejada como meio de autoproteção calcada em visibilidade e bom relacionamento. Conclui-se que, embora os elementos formais manifestem o poder real na organização, para o alcance dos seus próprios objetivos, os trabalhadores interpretam as regras do jogo e constroem estratégias dinâmicas no contexto em que se inserem, exercendo, assim, o poder. As principais contribuições, no nível macro de análise, referem-se à problematização das implicações da ideia de propriedade privada, que não esgota a dinâmica política nas organizações. No nível meso, este estudo problematiza a objetividade do conhecimento produzido na área da Administração que, como ciência, antes de ser aplicada, é social e, por isso, precisa dos indivíduos para existir, e não pode ser construída à sua revelia. No nível micro, as contribuições destacam que o caráter social é tão importante quanto o econômico no contexto organizacional. Há racionalidades - no plural - coexistindo e competindo nas organizações, algo que os teóricos organizacionais não podem negligenciar, sob pena de reduzir a organização a uma ficção vazia, distinta da dinâmica organizacional efetiva.
