The stock of the Senegalese flat sardinella, Sardinella maderensis, is highly exploited in Senegal, West Africa. Its growth and reproduction parameters are key biological indicators for improving fisheries management. This study reviewed these parameters using landing data from small-scale fisheries in Senegal and literature information dated back more than 25 years. Age was estimated using length-frequency data to calculate growth parameters and assess the growth performance index. With global climate change there has been an increase in the average sea surface temperature along the Senegalese coast but the length-weight parameters, sex ratio, size at first sexual maturity, period of reproduction and condition factor of S. maderensis have not changed significantly. The above parameters of S. maderensis have hardly changed, despite high exploitation and fluctuations in environmental conditions that affect the early development phases of small pelagic fish in West Africa. This lack of plasticity of the species regarding of the biological parameters studied should be considered when planning relevant fishery management plans.

To evaluate the nutritional quality of the shrimp by-products four approximately isonitrogenous (32 ± 2% crude protein) diets containing different types of shrimp waste meal were fed to duplicate groups of ten fry with an initial mean weight 1.43 ± 0.22g /fish for forty two (42) days. Fishes fed with diet D had the highest mean weight gain (MWG) and specific growth rate (SGR) and those fed with the control diet A had the lowest MWG and SGR. ISSN 2157-6076 2013 www.macrothink.org/jbls 330 There were no noticeable change in food conversion ratio (FCR) of the fishes fed with diets B, C and D which are significantly different from the FCR of those that fed with control diet A. The survival of fry tilapia ranged from 70 to 100%, being 70% for D, 80% for B, 90% for C and 100% for A. There were no significant differences in body protein content among the fish fed with diets B, C, D and the initial fish. The lowest body protein was obtained in the fish fed with control diet. The tilapia fed with control diet had the highest body lipid content as compared to the initial fish. However, there were no significant differences in body lipid content among the fish fed test diets B, C and D as compared to the initial fish. The variations in body ash content of initial fish and those fed with test diets were significantly different. The initial fish had the highest body ash content.

Purpose
Agriculture must transform as climate change progresses. The international community has promoted climate-smart agriculture (CSA) as a set of solutions. Previous analyses of opportunities for scaling up CSA have not looked closely at building political and social support for policies, practices and programs. The purpose of this paper is to fill that gap in the case study country of Senegal.
Design/methodology/approach
The study applies the conceptual definitions, operationalizations and assessment targets from the political will and public will (PPW) approach to social change. Semi-structured interviews and documents constitute the sources of data and information.
Findings
The analysis identifies opportunities to generate political will for supplying an enabling environment for the widespread adoption of CSA. On the public will side, the analysis identifies opportunities to generate and channel demand for CSA.
Research limitations/implications
Researchers investigated some definitional components more completely than others due to resource and access constraints. Further, the context specificity of the components limits generalizability of certain findings.
Social implications
Social structures may need to change for successful adoption of certain CSA innovations, but improved agricultural outcomes are likely to result.
Originality/value
This examination of crucial elements for scaling up CSA efforts constitutes the most extensive application of the PPW approach to date, thus providing an example of this generalizable method.
