A proper coordination process of an integrated development program, such as PRIMATANIN is not well understood by the development program manager. The research objectives are to assess the coordination process in formulating a PRIMATANI development plan; and to identify its influencing factors. The research was conducted in Hrgobinangun village of Sleman District. Method of this research was a qualitative method with a case study. The data collection and anlyiss was conducted using an in-depth interviews method and a documentary analysis on the coordination meeting of PRIMATANI. The result shows that the imperfect coordination process in this program was caused by asymmetric communication process whisvh dominated solely by the Department of Agriculture in determining this targeted village and its decelpment program. In order to support the integrated development program, the coordination process among the technical department shiuld be formalized since the targeted area determination. Then, it should be followed by a formal agreement among the departments on development program formulation plan and regular information supply on their corrdination meeting.
This research aimed to investigate the users’ satisfaction on information service e-government (website) service at Regional information management system (SIMDA) in Kolaka Regency. The methods used were qualitative and quantitative approaches. Qualitative approach used for process information management understanding by BAPESIKOM/PDE. Meanwhile, quantitative approach used to investigate the user satisfied on information service website based on the information management performance. The informants were interviewed in qualitative approach were 6 persons. The sample of users information service which chosen by simple random sampling method were 40 respondents. The result of the research shown that the information management was not qualified. It was presumed on no strategies to produce good quality of qualified information. Information service users of Kolaka Regional Regency stated their unsatisfied on the using of information service based Website.
This study aims to analyze the dilemma in the bureaucratic press Tabloid Komunika (TK) of the Ministry of Communication and Information Technology of the Republic of Indonesia. TK chosen as the study site because it was published by government institution formerly known as Ministry of Information, which very repressive to the press in New Order era. The study uses case study approach reinforced by survey and content analysis methods. From the results of the study found, most graphic indicator of the freedom of journalists, public sphere openess, and the determination of the content, showed a random trend, while the freedom of access and opportunity of expression showed a rising trend. Inconsistencies in the implementation of elements of press democracy showed the dilemma in TK. Factors causing a dilemma in TK are: inconsistent leadership, unclear structure and functions of TK’s organization, and uncertainty management attitude. Bureaucratic power pressure lead TK’s organizers confused to divide partisanship to the community or the government. Dilemma in TK causes ambiguous contents, more actualized public opinion but the tone of articles are neutral toward the government.
