La agricultura mexicana es una fuente importante de gases de efecto invernadero, principalmente a través de la fertilización nitrogenada que emite un importante gas de efecto invernadero: el óxido nitroso, el cual representa 50.4% de las emisiones del sector en unidades equivalentes de bióxido de carbono. No obstante, la importancia de tales emisiones, no se dispone de estimaciones fidedignas. El objetivo de ésta investigación fue cuantificar las emisiones de gases de efecto invernadero producidas por la fertilización nitrogenada en la agricultura mexicana, durante el período 1980-2014. El método seguido para la cuantificación de esas emisiones es el propuesto por: la agencia para la protección ambiental de Estados Unidos de Norteamérica (EE.UU), el Panel Intergubernamental del Cambio Climático y la Organización para la Alimentación y la Agricultura de las Naciones Unidas. Se cuantificaron las aplicaciones totales de los distintos fertilizantes nitrogenados en la agricultura mexicana de 1980 a 2014 y se estimaron las emisiones de óxido nitroso y su transformación en unidades equivalentes de bióxido de carbono. Se concluyó que el uso de fertilizantes químicos en la agricultura mexicana es ineficiente, debido a que no se toman en cuenta los costos de las emisiones de óxido nitroso a la hora de decidir la cantidad de nitrógeno que se aplicará por hectárea En consecuencia, se deben cuantificar los costos de las emisiones de óxido nitroso producidas por los fertilizantes químicos nitrogenados y definir, con base en ello, una política eficiente para la aplicación de fertilizantes y para el abatimiento de las emisiones que producen.
Las discusiones relacionadas con el campo mexicano se caracterizan por su diversidad, polarización y por proponer políticas agrícolas distintas e incluso opuestas. Los objetivos de esta investigación fueron: a) caracterizar la etapa actual del desarrollo de la agricultura mexicana con base en los resultados de investigaciones empíricas; b) recabar información sobre el grado de penetración del capital nacional y extranjero en esta actividad económica; y d) definir las características que debe tener una política agrícola adecuada a la naturaleza de la agricultura mexicana actual, a su problemática y, sobre todo, a sus retos presentes y futuros. El método consistió en estudiar y cuantificar las formas de producción existentes en la agricultura, así como las transformaciones que han sufrido a consecuencia de la apertura comercial y del creciente flujo de capitales. Se concluyó que la agricultura mexicana es predominantemente capitalista,estáenlaparteinicialdelafaseII,lafaseintensivayde industrialización, y tiene un alto grado de transnacionalización en la producción, en la producción de maquinaria, insumos y bienes intermedios, en el financiamiento, en el acopio, comercialización e industrialización. En consecuencia, se requiere de una política agrícola integral, acorde con las necesidades de la agricultura mexicana en la fase II de su desarrollo y que responda eficientemente a los retos que impone el desarrollo de la economía y la sociedad de México; una política que tome en cuenta las necesidades de equidad, el cambio climático, el desarrollo sustentable, la soberanía y la independencia del país.
El huevo es una de las fuentes de proteína más accesible y con disponibilidad amplia en el mercado. El objetivo de este trabajo fue desarrollar un modelo de series de tiempo para pronosticar los precios nominales mensuales de huevo blanco pagados al productor en México (PPHBP) mediante modelos de función de transferencia (MFT) y evaluar su relación con los precios promedios rurales del sorgo (PPSRG). Los parámetros y las predicciones se estimaron con el método de máxima verosimilitud y fueron estadísticamente apropiadas y significativas. El mejor MFT que representó el comportamiento de los PPHBP fue el de dos coeficientes autorregresivos, tres de media móvil, dos grados de denominador “râ€, un grado de numerador “s†y un coeficiente “bâ€. Se encontró que el PPSRG impacta un mes después en los PPHBP, disminuyendo la varianza original del PPHBP de 0.01036 a 0.009771 con el modelo de transferencia. El MFT genera mejores pronósticos de los PPHBP que el modelo SARIMA, debido a que el primero, toma en cuenta la evolución temporal del PPSRG logrando estimaciones más cercanas a la realidad, útiles para planificar y tomar decisiones en el sector avícola a corto y mediano plazo.
Las estadísticas del producto interno bruto (PIB) de las actividades económicas para cada uno de los municipios de México no son reportadas por el Instituto Nacional de Estadística, Geografía e Informática (INEGI) ni por ninguna otra institución; no obstante, que tales estadísticas son importantes, tanto para la investigación económica como para la definición de políticas públicas relacionadas con las distintas actividades económicas del país. En el presente artículo se propone un método no-paramétrico para la estimación de esos parámetros. Con el fin de mostrar la eficacia y bondades de ese método, se obtuvieron 6 640 estimadores: 650 estimadores del PIB municipal, 14 del PIB de los primeros 14 estados de la A-J y 5 976 estimadores del PIB municipal y estatal para cada una de las nueve actividades económicasdelaclasificacióndelINEGI(2012).Lassumas por estado de estos estimadores son insesgadas y tienen la misma varianza que la información correspondiente reportada por INEGI en el sistema de cuentas nacionales.
ResumenLa intensificación y globalización del sector agropecuario y forestal de México convierte a la generación de conocimientos, tecnologías y productos innovadores en una necesidad esencial y apremiante para el desarrollo del sector. Esto aunado a la escasez presupuestal, hace necesaria la evaluación del desempeño del principal Centro Público de Investigación del sector. El objetivo de esta investigación fue evaluar globalmente los resultados obtenidos en los primeros 30 estudios de los impactos económicos, sociales y ambientales de un número igual de tecnologías y productos del Instituto Nacional de Investigaciones Forestales, Agrícolas y Pecuarias. Los componentes fundamentales del método seguido son los siguientes: 1) caracterización de la innovación tecnológica; 2) cuantificación, en el tiempo, de los costos y los beneficios potenciales atribuibles a la incorporación de ese logro tecnológico en el proceso productivo; 3) cuantificación del efecto-precio de ese producto o innovación y de su efecto económico o agregado potencial; y 4) cuantificación de las trayectorias temporales de los niveles de adopción en condiciones de incertidumbre y riesgo. Los resultados obtenidos muestran que el INIFAP es un centro público de investigación que justifica sobradamente los recursos públicos que ejerce y que es una institución imprescindible para promover el crecimiento y desarrollo del campo mexicano, la política agrícola que ha estado asignando recursos tan exiguos a AbstractIntensification and globalization of the agricultural and forestry sector of Mexico makes the generation of knowledge, technologies and innovative products in an essential and urgent for the sector's development needs. This coupled with budget shortages, requires the performance evaluation of the main Public Research Centre sector. The objective of this research was to comprehensively assess the results obtained in the first 30 studies of economic, social and environmental impacts of an equal number of technologies and products of the National Institute of Forestry, Agriculture and Livestock. The key components of the method followed are: 1) characterization of technological innovation; 2) quantification, time, and costs attributable to the incorporation of this technological achievement in the production process potential benefits; 3) quantifying the price effect of that product or innovation and its economic effect or aggregate potential; and 4) quantification of the time paths of adoption levels under uncertainty and risk.
