O presente texto procura compreender as interseções dialéticas entre os movimentos da sociedade civil organizada das pessoas com deficiência e a formulação de Políticas Sociais, analisando processos de construção de cidadania e de participação democrática. Com base em depoimentos de pessoas com deficiência que participam ativamente de movimentos sociais, busca-se também apontar posturas que contribuíram para apreensão de novas práticas na formulação de políticas sociais, incorporadas às lutas da sociedade civil, principalmente a partir do final da década de 1970 no Brasil. A metodologia utilizada incluiu pesquisa teórica e documental, além de entrevistas com pessoas com deficiência que participam dos movimentos sociais no período abordado. Foram utilizados fragmentos de entrevistas realizadas por ocasião da elaboração de monografia em curso de especialização de um dos autores. Foram realizadas entrevistas com roteiro semiestruturado, algumas presenciais, outras virtuais, com o objetivo de confirmar hipóteses relativas à importância da participação desse segmento naconstrução de políticas sociais.
A noção de inclusão digital compreende a expansão de infraestrutura e equipamentos, para o incremento de indicadores sociais em educação, emprego, dentre outras áreas. Entretanto, não dialogam com experiências de radiodifusão comunitária, digitalização do Rádio e da TV e telecentros de acesso à Internet. Por sua vez, a sociedade como protagonista dos processos tecnológicos fundamenta movimentos como a Campanha CRIS, organizada em torno da Cúpula Mundial pela Sociedade da Informação, que revitaliza o Relatório McBride, publicado pela UNESCO em 1968. Este artigo se baseia em pesquisa bibliográfica e documental, analisando políticas de governos e organizações na inclusão social pelas tecnologias, bem como seus desdobramentos, prioritariamente na América Latina, evidenciando contradições, limites e paradoxos ao lidar com a inclusão social.
Este artigo é um ensaio teórico que aborda a historiografia da institucionalidade política da extensão rural brasileira, destacando a similaridade com os eventos alusivos à evolução das políticas sociais desde seu nascedouro na Europa Ocidental. Apresenta a cronologia dos acontecimentos relacionados à extensão rural através de binômios propostos por Rodrigues (1997), a saber: humanismo-assistencialista, difusionismo-produtivista e humanismo-crítico; vis-à-vis as fases residual-caritativa, meritocrático-particularista e institucional-redistributiva presentes na tipologia de Titmuss (1958), conhecida e usual, que leva em consideração a relação entre o público e o privado e o grau de redistribuição dos sistemas de proteção para explicar a evolução histórica das políticas sociais. Nas considerações finais apresenta um quadro comparativo da homogenia, evidenciando as características que aproximam a evolução das políticas sociais com as políticas de extensão rural.
Resumo Este artigo procura investigar o conceito e o propósito embutidos nas políticas de inclusão digital desenvolvidas pela sociedade civil brasileira, em especial pelo Comitê pela Democratização da Informática (CDI) e organizações sociais que participam da campanha CRIS -Sociedade da Informação pelo Direito de Comunicar. Será desenvolvido a partir da pesquisa de alguns documentos de referência, dentre eles, o Mapa da Exclusão Digital, realizado por iniciativa do CDI, e de documentos, relatórios e artigos realizados em torno da participação brasileira -como também da América Latina e Caribe -voltados para a participação da sociedade civil na Cúpula Mundial da Sociedade da Informação. IntroduçãoPara além de serem popularizadas a partir das demandas que a sociedade identifica a partir de suas próprias necessidades de afirmação social e política, as tecnologias digitais vêm sendo bastante disseminadas por projetos desenvolvidos no âmbito da sociedade civil, geralmente pelo formato de cursos voltados para pessoas de baixa renda. Tais iniciativas se fizeram populares pelo nome de inclusão digital, sendo pensadas e implementadas diante da constatação da desigualdade social e econômica, que tende a se agravar caso não incorpore parcelas significativas da sociedade no contexto das novas tecnologias de informação e comunicação. Esses projetos se propõem, portanto, na medida de suas possibilidades, a diminuir as disparidades sociais entre aqueles que têm acesso a essas tecnologias e aqueles que passam a ter acesso não só à informática, como também à Internet.
