RESUMO De acordo com a maioria dos padrões, a inflação brasileira tem sido a mais intratável da história mundial. O período de alta inflação brasileira é incomparável: a inflação excede 50% ao ano todos os anos desde 1979 e tem taxas de dois dígitos todos os anos desde 1957. Até a Argentina, a rival perene do Brasil pela distinção dúbia ou pela alta de longo prazo inflação, alcançou estabilização de preços desde abril de 1991. Houve inúmeras tentativas grandes e menores de estabilização brasileira, incluindo pelo menos cinco “Planos” importantes desde 1986. Cada um fracassou. O Brasil está atualmente no meio de outra grande tentativa de estabilização, o Plano Real. Este artigo avalia as dificuldades inerentes aos programas brasileiros de estabilização e as perspectivas para o Plano Real, incluindo suas motivações particulares e suas chances de sucesso.
RESUMO Este artigo desenvolve argumentos a favor da recomposição do prazo de vencimento da dívida pública nacional e apresenta cálculos sobre o valor do imposto exigido pelos diferentes termos de pagamento dessa dívida, assumindo que ela seja remarcada. Duas alternativas são apresentadas e avaliadas. A primeira alternativa oferece uma garantia para o principal em dívida e calcula o fluxo de juros em relação ao PIB durante o período de reembolso. A segunda alternativa baseia-se em efetuar pequenos e graduais adiantamentos para pagar a dívida antiga dentro de uma nova estrutura institucional. A taxa de juros nos dois casos flutuaria e seria reajustada a cada semestre. Ambas as alternativas produzem um alívio substancial da carga de juros em comparação com a política atual. A principal conclusão é que, com uma taxa de juros de longo prazo em dólar semelhante à observada nos mercados internacionais (cerca de 8% ao ano), mais 2% do risco-país e uma taxa de crescimento do PIB de 3% ao ano, a dívida pública doméstica poderia ser pago em 20 anos se uma provisão anual de apenas 0,7% do PIB for alocada ao seu pagamento. Os cálculos também mostram que o excedente do orçamento primário necessário diminuiria para uma faixa de 2,1% a 2,7% do PIB, facilitando o equilíbrio do orçamento.
